Stallcup named as Holly's acting Village Manager

HOLLY, Michigan – On Wednesday, village officials appointed Tim Stallcup to serve as Holly’s acting village manager.

Stallcup, retired in July after putting in 37 years of service at Holly’s Waste Water Treatment Plant. A month later, Stallcup returned to his role as WWTP manager, working on a contract-basis and earning $48,200 per year.


Prior to Stallcup’s appointment as acting village manager, Chief of Police Rollie Gackstetter served a week in that capacity, taking over for Village Manager Marsha Powers who initially requested a 7-day paid leave of absence from her post on Aug. 24. Council was expected to review Powers’ job performance during a special council meeting scheduled for Aug. 31.

On Aug. 31, council extended Powers' paid leave of absence for another week, rescheduling her job performance evaluation for Tuesday, Sept. 7.

“Mr. (Tom) McKenney made the original motion for Chief Gackstetter to fill in as acting village manager on Aug. 24,” Village President Pete Clemens said on Friday. “During our special meeting on Tuesday, we forgot make a motion to extend his appointment, so we opted to appoint Tim Stallcup as acting manager instead.”


Powers is expected to attend Tuesday’s village council meeting at which time council members will evaluate her job performance.

I was wondering about this after the meeting but assumed that Chief Gackstetter was still the acting manager based on whatever verbage was used in Mr. McKenney's motion to appoint him. If the motion was to appoint Chief Gackstetter in Marsha's "absence" then a motion at the 8/31 meeting wouldn't be necessary and Chief Gackstetter would still be the acting manager. If Mr. McKenney's motion on 8/24 specified the 7 day timeframe then council would have to make a new motion to appoint someone.

Check the recording of the meeting. Is it possible to have two acting managers?

a better question might be is why is her leave a "paid leave" if it was at her request and not the council's. if, as the above story states (as well as the t.c.times story), it was her request then it seems she should have used vacation time like any other village employee.

Well, it would appear that when the village manager tells the council what to do, I guess they do it. Marsha wanted paid leave, and she got it. No questions asked! No wonder there have been such a run of unfair labor practice allegations. Business as usual. Maybe it's an unfair labor practice to grant paid leave of absence to a village manager for no good reason other than avoiding a performance evaluation. Doesn't she get personal paid vacation and sick leave time in her contract? Does she have a contract? Has anyone seen this contract? This should be raising red flags with voters of this village!!
Furthermore, this issue must really be pressing on their minds if they "forgot" to motion to extend the temporary appointment of Gackstetter. People, this council is an embarrassment!!!
So...is it a paid "leave of absence" (based on what urgent need on Marsha's part?), or an extended vacation taken from her earned vacation leave? Let's vote for transparency folks! Our tax dollars are at issue!!! What does she need two weeks of (taxpayer) time off to prepare for a job evaluation? I sure wish I could take a vacation before the State of Michigan schedules my annual evaluations...Oh yeah, this council doesn't know the meaning of "annual evaluation". OBVIOUSLY!!!

Elizabeth, if only you were on your way to the special meeting of the village council tonight at 6:41pm, so many of your questions would have been answered. The council permitted the village attorney to state what has been going on the last two weeks regarding Ms. Powers' performance, and I think you would have found that Ms. Powers is not calling the shots as you describe. Didn't feel much need to waste my time attending the inevitable finale. Not sorry I missed that. However, I am sorry that I missed watching her being escorted by her management buddy into the village office to remove her personal belongings. That would have been sweet. Maybe Sandy can fill us in on how things were with the girls in the office that day. What did they have to share with you that day Sandy?
